why do so many hybrid car owners choose regular license plates? (no HOV access)

I used to think that more than half of the hybrid car owners bought hybrids
because of the unlimited HOV access.(the ones that say Clean Special Fuel)
However, I've started noticing a lot of new hybrids cars that have regular
license plates without HOV access. (like the ugly Jamestown license plates)
If I own a hybrid, I sure as hell will pay the $25 annual fee for the
clean Special Fuel license plate that gives me unlimited HOV access.
(at least on I66 and Dulles Toll Road)

Didn't the hybrid exemption from HOV resrtictions end last year?
That would explain the regular tags vs. clean fuel tags

I think there are two different plates; one (that allowed you to drive on all HOV lanes during restricted times) is not available anymore. Here's a VDOT page that may help: http://www.virginiadot.org/travel/hov-rulesfaq.asp
