why do so many people INTENTIONALLY run red light on Route 7?(doing 60/70mph)

I'm not talking about accidentally running the red light.

Exampe: yesterday morning, I was driving from Sterling to Tysons.
Just before Reston Parkway, I slowed down, because I can see the light
had just turned red from a long distance. When I came to a full
stop I was the only car at the intersection. At this point, the light
had been red for almost 20 seconds. A couple of cars were turning
from Reston Pkwy to Rt 7(left and right).

Next thing I knew, a silver BMW 5-series(previous generation) shot past
my left side doing at least 60mph. I can hear her accelerating as
she when through the intersection. I thought I missed the light turning
green... nope, it was still red.

I see stuff like this on this stretch of Route 7 almost on a regular
basis.

Answer: because they're selfish fuckheads that don't care if they kill someone. That driver you mentioned was probably on something, but usually it's just an asshole that wants to shave a few seconds off their commute.

is the light really short? i know one turn lane that is short and always backed up so like 4 or 5 people run the light after it goes red.
