3 or 4 year old running out into traffic

This past Saturday, I'm near the intersection of Commerce and OKM, and in my rearview mirror, I see a 3 or 4 year old boy running off the sidewalk by Richard Byrd(sidewark that is on Monticello Blvd.). I see him running, and am suprised to see no adult, older child, or anyone with him at all. My surprise skyrockets, when I see this child run right out onto the street into the middle of traffic, actually right as a couple of cars had started turning onto OKM blvd.
It was crazy, lol.

It looked like a Hispanic kid. So, yes what you would call a 'beanie'.
