Are they super serious about only dealing with businesses? I have an LLC, not food related, but real estate. Can I get in there with this qualifying as a business license?

Places that sell food that is sold as wholesale with no state tax being paid only sell to those who have retail state sales tax exempt numbers .Those who buy from such wholesalers must have on file with the wholesaler a state tax exempt resale number with them to buy these items . These restaurant retailers will collect the state sales tax on the sales of foods and drinks they sell to customers. So the wholesalers will not sell to those without that retail tax exempt number

That's pretty clear but there are other items that are sold as resale to customers that are "consumables" as part of a meal that is taxed as a meal . Portion cups, disposal plates and cups ,wrappings, covering ,packaging, disposal eating utensils, napkins ,salt pepper ,ketchup,paper take out bags and boxes are some of the many things that are in the consumable category that are sold untaxed by the wholesaler thus the buyer, the restaurant operator must have the retail state tax exempt permit thy buy untaxed food with

What are not food or consumables are heavy stoves and many types of commercial cooking equipment .These are supposed to be taxed when sold to a business or private person who can buy them for their home the same as tools a electrician or plumber or carpenter or other trade must pay state sales tax upon when they are purchased

Thusly these items can not be sold non taxed , and should be allowed to be sold to those without a sales tax exempt number taxed at what ever retail price the wholesaler puts on them which can be higher then what their food and consumables tax exempt number customers will pay

However wholesalers may not want to sell the taxed items to the general public

You need to consult with an attorney licensed in Virginia with knowledge in state sales taxes and tax exempt sales for advice in this matter and they may be able to help you to buy taxed items with you paying the state sales tax but not non taxed items without a retail tax exempt number

There are state tax exempt numbers also for non profits and government agencies
