WE DO KNOW that negotations over "east ukraine" and battles went on more recently than 1990's, more recently than 2014 when there was, more or less, a war there.

BUT WAS THERE GENOCIDE and is that claims because Russians were beaten back from positions (forcing Russians to leave to another country)?

Yes, it was happening in the Donbas. The current Ukranian government don't even want to negotiate with the Donbas seperatists. They want to anyone speaking Russian to switch to Ukranian language by force. This can be considered genocide.
