* SMOKERS WERE TOO SMALL A GROUP TO FIGHT BACK LEGALLY

* it was a continual theme by BILL CLINTON.GOV to attack small groups raid the crap out of them who had not the power to "get retribution - stop Bill". IT WAS NOT UN-NOTICED - it became part of the era's literature that democrats were systematically attacking USA and small un-represented groups

* in another Clinton article i covered the HUGE LAWSUIT AGAINST VIRGINIA (a tobacco grower) - where NY, PA, many others sued for immense huge sums of money saying "the money was needed for healthcare". BUT THE MONEY NEVER WENT TO HEALTH CARE. also it's illegal for a state to sue on behalf of individuals. it's also almost always illegal to "sue with an agreement of how the money will be spent" (not including certain actuary accounting suits)
