There are raccoons around my neighborhood. I see them frequently, but only
at night. Yesterday, I saw one walking around my house during the day. It was
sunny and warm. The raccoon was about 10 or 15 pounds(estimate based on the
size of my own pets)

It was also walking funny... like how a drunk human walks. I opened my
window and threw a cupful of ice cubes at it. Several ice cubes hit the
raccoon and it slowly ran away....

Should I be concerend about it? Who do I call in Fairfax County to report this?

Call Ghostbusters, who else? Or you can call the trustworthy, dedicated men and woman of the Fairfax County Police Department. Im sure they can handle it. Bunch of coon haters.

I used to live in another state. The animal control there does NOT come
out for raccoons... you have to pay and hire your own animal trapper or
something...

Does the Fairfax Animal control come out for raccoons? Do they charge you
for it?

Call animal control. Raccoons are nocturnal. If they are out and about during the day and acting "drunk" they are most likely rabid. Call animal control or the health dept.

Form the decription it does sound like a rabid animal. Dont go anywhere near it, keep pets away. rabies is can kill humans and the treatment for it is quite painful. (Quite a few shots in the ass) Call animal control asap and if its a real emergency (attacking you or pets, tries to get in house) call 911.

Last time I saw this, I was about 20 yards off the road in McLean, when an ACO shot one w/ a 22 rifle. It was daytime and the raccoon was rabid

Don't you think you would get a faster, more serious answer if you just called animal control? They could answer all of your questions without all of the "are you stupid" remarks that you are going to get here. Gee, you found this site I bet your could have found fairfaxcounty.gov I bet they have a link to animal control there. What State was that? Arkansas? Kentucky? A rabid raccoon in a populated area is a public health risk. Did your former State inspect restaurants for health code violations? Do they even have a health code where you come from? Fluoride in the water is a good thing also. Do they have that where you come from? Where you forced to "git yer water from crick"?

I saw a raccoon in the pond next to our house in broad daylight 3 times today. I thought he looked drunk and it didn't run away even when the kids were screaming at it. Animal Control did come out but she said unless they can see them, they don't catch them. First snakes, now rabid daytime raccoons. I don't know if having the pond is worth it!

Careful he might be rabid. Put a bowl of food and water in the closet and when he goes in there shut the door on him and lock him in. Then call animal rescue. In future don't leave your doors open and they won't come strolling in.
