Suspect in 30 Burglaries Convicted

A New York man originally accused of more than 30 area burglaries was convicted April 21 on burglary charges in connection with a June 25, 2009, Fairfax break-in.

Dagoberto Soto-Ramirez, 26, of New York City, was convicted of attempting to burglarize a home in the 5000 block of Whisper Willow Drive in Fairfax and with possessing a burglarious tool.

The home belongs to the family of Diana Abbasi, 22, a key witness in the prosecution's case.

§ 18.2-94. Possession of burglarious tools, etc.

If any person have in his possession any tools, implements or outfit, with intent to commit burglary, robbery or larceny, upon conviction thereof he shall be guilty of a Class 5 felony. The possession of such burglarious tools, implements or outfit by any person other than a licensed dealer, shall be prima facie evidence of an intent to commit burglary, robbery or larceny.

Speaking of which, is it illegal to own lockpicks in VA? I know it's illegal in some states unless you're a locksmith. I always wanted to get a set but I don't know if I can. Not for anything illegal it just seems like it'd be a cool thing to be able to do. From that up there it appears simple possession without intent isn't illegal at first, then it looks like you have to be licensed so I don't know.
