soil and water "conservation" is not a full time job. it's a label created to direct calls to a worker who handles many labels.

there wouldn't be enough calls coming in to keep a worker busy

it (was) standard procedure to list many offices in THE WHITE PAGES (gov section) though many would be directed to the same worker

many of these "facade offices" were useless and just excuses for a government worker not to be fired - or political children to be hired
