We have a chronic problem with the basement "french drain" stopping to work (I used to think it was from clogging, now I'm not sure). Just now it flooded about 2 or 3 stairs high and our basement is completely flooded...once again.
Recommend any companies to rebuild the drain? I want something that will clear out the heaviest down-pours.

You have a drain field issue. Either the ground water has risen to make the drain field incapable of perc'ing or it is clogged.
Your best bet is to call a septic company.
