Fairfax County does have rules on the minimum lot size needed to keep horses. If you loved on a property large enough to keep horses and the neighbor piling up horse dung on his property bothers you, then you have bigger problems than what your neighbor is doing on his lot.

To be fair, that depends how the lots are shaped. With long skinny lots the houses are still quite close together and there are many small lots that back up to or are next to horse properties.

Would you rather live next door for forty different adults from C.A. living in a small ranch next door? Getting drunk and fighting playing that crappy music? Police showing up every other day to arrest one of the felons?
