Rasmussen is a biased outlier that only hopeless right-wing morons resort to. In the real world, the shutdown cost Trump two full points, all of which went from approval to disapproval. It will be even worse if a second shutdown occurs.

Shutdown totally in the hands of Congress. If he wont sign it veto can be overridden. But to get the votes the sides must negotiate in good faith. That is not happening.
