also: VA dems are famous for using taxpayer money to help themselves stay in power which is HIGHLY ILLEGAL, and for outrageous pay raises the budget simply doesn't reflect. (ie, 5% teacher raise for 2019 when gdp in VA is DOWN not up, and inflation is UP not down)
