'Puck' on FCPD Vehicle Roof

FCPD vehicles seem to be sporting a new rooftop accessory lately - a small, puck-shaped device on the center line near the front edge of the roof. Is this a GPS transponder? If so, does PSCC use this to support dispatching protocols in order to get the closest unit to an incident?

It's an AVL (Automated Vehicle Locator). It tells the speed of the car, where the car is, etc. School buses are getting them too.
