Fairfax county obstructing contracts they aren't hired for? $5,000 and 2 months wait for permission only !!

So I call county about a DiY project. Typical stuff - mostly - depending on path.
County refuses to talk about it (but bill taxpayer for it continuously / horrendously).
County says I have to call a contractor specializing in approval. I called two, both quoted $3,500 to $5000 for approval only: not for job done or install or anything. Just for signing.
Hey I'm poor that's why I'm DiY'ing a necessity! $5,000 just to say yes to something that there's youtube vidoes and "inspectipedia" entries on?
(note: OTHER COUNTIES in more remote areas charge as little as $200 - $500)
