technically it concrete with criss crossing reinforced steel bars .

In-fact Concrete is ten times stronger in compression than in tension.Steel rebar in uniform in its compression and tension strengths. so the combination of concrete and steel rebar make the bridge usable.

The rebar is the reason you can feel a bridge bounce.

There is more to it. But you are too stupid to understand.
