Whom do I petition to get a Bijan memorial built in FFCo?

I'd like to see a memorial built to Bijan in Fairfax county. It should have him smiling, maybe in his car behind the wheel. I could design it - I'm a pretty good drawer. Which politician should I speak to? Would Barbara Comstock put the funding in the 2019 budget?

A memorial is already established. It consists of bijan's buttplug on a little pedestal along the gw Pkwy.
