KoBa Bistro, Hayfield Shopping Plaza

Tried to eat there recently. Upon arrival, sometime around 1400 on a weekday, I found an empty restaurant. The door was unlocked but I couldn't find any evidence of staff being present. I waited around for a few minutes but nothing.

What's the business model here? My first guess is that this restaurant is a front for laundering money and they will report that they had 1,000 cash customers at $10/head that day. Otherwise, how do you stay in business w/o selling anything to anyone?

What do you care what other people do? How is this legit hurting you?

I was hoping for a legitimate Korean grill here in south east Fairfax county. Unfortunately, it appears to be like most of the typical non-chain eatery's around here. You have to know the owners so you can get service.
