VA Run Residents--Anyone know what that dude hanging out on the corner is doing?

Seems like the last few weekends, I've seen some hip-hop white guy hanging out on the the corner of Meherrin and Pleasant Valley. He is there for several hours at a time, sometimes lying on the sidewalk and texting.

Anybody else notice him? Should I take him out?

Maybe he is a Westfield HS graduate that is strung out on heroin.

If he's close enough to the road, why not run him over for the hell of it?
