It's none of their business what your project is...when you call to make the appointment, you tell them that you want a utility line survey done on your entire property because you have "a few projects" that you are "bidding out right now". that depends on who you bought your house from (whether they had mineral rights)

it also depends on whether Fx Co can make such a law on "everyone". the answer is most likely: NO
