My guess is he's well taken care of by the fools that support him, bringing him hot meals and providing him shelter (FB posts barf). You probably could draft something to the attorney general's office.
But since the city council doesn't have the gumption to audit these deals (as they all are complicit or just ignorant/misled), you need to vote and elect someone for mayor who will see that these audits gets on the agenda.
