Why is FFX CO squatting on so much commercial land?

One place in particular is next to Chili's in kingstowne.
I've been looking at a sign the says "Coming soon, Future Home of FFX Co Library".
That sign has been there 15 years since K'towne was developed. There are already two libraries within 4 miles. One behind Red,Hot and Blue and the other at Rose Hill.
The place has weeds and looks like a dump because the counjty never mows thier own property.
In fact, if you go there now, you'll see a huge pile of trash including mattresses and sofas.
Nice Work FFX Co. You've created a mini lorton landfill for the "2 latinos and a truck" companies to dump for free at 2 am.
Just sell the property and let someone else take care of it. Maybe we could finally get a Sonic!

Hopefully they will sell off Burke Lake Park so all that wasted land around it can be developed into luxury homes and condos with a lake front view.

Only thing missing there is 50-gallon drums of toxic waste.
