You lose if you are elderly or disabled: https://fairfaxvotenoonthemealstax.wordpress.com/2016/10/03/vote-no-on-the-meals-tax-the-meals-tax-targets-the-elderly-and-disabled/.

The solution is to spend less. There are many examples of needless FCPS expenditures; FcPS, in fact, conducted a survey to identify potential cuts, and, for reasons unknown, they have decided to ignore the survey and are forging ahead by continuing to waste money.

Stop speaking in euphemisms. What you mean to say is that the meals tax is your best chance of getting a TAX INCREASE approved at this time. Revenues are already being enhanced by rising home values in the County.

Are you one of those who believes those "The more you buy the more you save" ads? The meals tax will result in Fairfax getting some revenue from those living elsewhere. How much is debatable. Even using the County's optimistic numbers you are still talking about FAIRFAX COUNTY RESIDENTS PAYING $2 MORE IN ADDITIONAL TAXES in order to capture $1 in tax revenue from nonresidents. More conservative numbers would be closer to 3:1 or less.

Agreed. One example, FCDOT pays its contractor MV Transit to run Fairfax Connector buses $104 per hour whether there are three people on the bus or 30. Many non-rush hour buses run with less than five passengers, and even a few rush hour ones, like the Connector 432 which picks up less than 35 people in all of its of rush hour runs AM and PM which the North Vienna/Tysons/Wolftrap neighborhoods did not want the bus anyway running through their backstreets. For those low ridership buses, it would be far cheaper to run Ubers or Lyfts, limiting payment to $10 (that buys five miles) or $15 per trip and pickups and dropoffs along major highways (not backstreet neighborhoods) and Metro stations only (not make the service too convenient where use would be abused).

There is no incentive to cut wasteful spending. FCPS knows all they need to do is come out with doom and gloom budget pleas and the Board of Supervisors will cave. The way the school system and county squanders money is absolutely insane.

That is a comforting thought. Next thing you are going to tell us is that the School Board knows what is best for our kids and will spend the additional funds on necessities.

Nardos King, formerly of FCPS and never known for making good decisions hired Menville "Flip" Flippen. Questionsable contracting arrangements, Flippen's high fees and the value of his program were the subject of a Grand Jury investigation: http://www.dailyrepublic.com/news/fairfield/response-to-grand-jury-report-about-consultant-will-go-to-fairfield-suisun-board/.

This is but one example of poor decision making by FCPS. Others would be Boosterthon, Eric Jensen, and the mindfulness initiative.

I was dismayed at Pat Hynes's recent post knocking Grevey's for protecting their business. By the wording in her post…"for all the good work the owner may have done..." shows she is totally aware of the Grevey Foundation and many of the endeavors it supports, for example....Fairfax County Public School students for the future by funding vital technology initiatives not provided for in the state or local education budget"

She may not like their sign but she should have kept her mouth shut. The BOS says one way to diversify our tax base is to bring in new business. So here we have Pat knocking an existing business who is already strongly supporting the public schools. Biting the hand that feeds you comes to mind.

Grevey's isn't alone, look at the websites for The Great American Restaurants, Glory days etc. They, along with the grocery stores, are the strongest supporters of the schools.

Go ahead Pat…keep driving them out. Whether the tax passes or not, if Grevey's abandoned their local school support in favor of another needy program, I wouldn't blame them.

How about fiscal responsibility and working within the budget you have?

One thing to remember about Pat Hynes and her liberal colleagues on the School Board. NOTHING gets in the way of fulfilling their activist agenda. The problem with this attitude is that it leads to conflicts with colleagues and constituents, poor decisions and wasteful spending.

That is what you pay us for. Again, leave the driving to us. If you don't like it move elsewhere or use a private school.

It is really scary that Pat Hynes and others are so convinced that spending money on a bunch of crap is 'for the kids' that they would risk putting people out of business over it. I'm kind of surprised that Fairfax County businesses have not mounted a stronger attack on this meals tax and on people like Hynes.

Hynes should spend a day waiting tables and looking at how people tip and think through the consequences of this tax for people just entering the workforce as well as all food service workers just struggling to get by. She would quite literally be taking food off of their table to pay for some useless consultant or finance yet another school board junket.

History has shown that tips actually go up after the meals tax takes effect. You are a ignorant fuck.

She was probably eating on our dime to boot, what an idiot. She says she isn't going to Grevey's anymore. I'm sure they were thinking don't let the door...

More Fairfax Businesses should be speaking up. It is totally unfair to pick out one sector. The promoters of this tax, would have one believing, that it's only costing those engaged in casual dining at an expensive restaurant and a third of them are from out of town. Prepared food is not a luxury for all, it is often a necessity. 7/11 reports nearly one-third of the more than 6 million people who stop by each day purchase immediately consumable food. I see the busy working parents throughout the day patronizing fast food establishments.

Why pick on one sector of business? Plenty of Nail shops from one end of the county to the other, that's a luxury, so let's tax them. A special tax on cell phones/electronics, that's a luxury, why not? Why not a toy tax? Pets are a luxury; why not an extra tax on all pet products? Prepared food is not a luxury, it's a necessity.

If, as you say, this is a matter of historical record, then you should have no problem producing proof of this claim. If you hurry, Ryan McElveen, you can post it before this evening's strategy session at Ted's Bulletin.

Actually what it shows is that tips tend to change when meals taxes take effect. Sometimes it goes up. Sometimes it goes down. When the diner is someone who tips based on a straight percentage the tip tends to increase slightly. For example a 4% increase in total cost will cause a person tipping 15% to increase his tip by 6 tenths of a cent on every dollar of total cost. There is another class of diner who tends to regularly buy the same thing and leave the same tip each time he orders that meal. Those diners tend not to increase the amount of their total payment simply because the cost increases. If the cost increases the tip goes down by the same amount.

Since the best Ryan "Clownboy" McElveen can do is say "sometimes tips go up and sometimes they go down" I'm not at all convinced that this meals tax is a good thing, so I'm voting no. If nothing else, I don't want to be making a contribution to the Flip Flippen defense fund-looks like he is in deep doo doo over that California investigation!

Business isn't speaking up, other than those directly affected, because businesses and other commercial property owners will be the ones who benefit the most. They'll avoid +$30 million annually by you subsidizing their tax bills through a meals tax, which they won't pay, instead of a 4 cent across the board increase in real estate taxes which they would pay otherwise. All of the primary patrons of the BOS want the little people to pay, not them.

Oh come on. There is no tax relief. Property tax will continue to go up, hitting commercial property owners. This year, it was a meals tax, who knows what other taxes they are thinking of? After all, we already have a car tax, and there's been talk of a telecommunications tax. Giving in to the meals tax opens the door for much more. The school board thinks they are being clever by crying "it is for the children" when this is anything but the truth. Ask the school board how the $80,000 a month spent on travel benefits the children and see if you get an answer.

You're right. Real estate taxes will be raised regardless. But it's still +$30 million less/year that they'll pay into the future.

Sorry it will be +$30 million that the County/schools will waste.

Yeah? And? Who's questioning that? lol

It's still 4 cents/$100 less that businesses will pay vs residents. The meals tax subsidizes commercial real estate taxes on the backs of residents.

The meal-tax is SUPPOSED TO BE for fairfax city - who gets free garbage pickup, free sidewalk (repairs), and more out of Fairfax County Government.

HOWEVER - fairfax city employs mostly illegals, mostly illegals live there, and who pays tax on the meals is ... NOT them.

They are sponging as usual, this time off the fact you have to "be in the city" to shop, but their homes not yours benefit from it.

They can suck my dick they aren't worth shit.

Once again we have such an intelligent response. What time do the trolls go to bed or is it Ryan?

A restaurant group who owns and operates two restaurants of similar size and theme for over twenty years did a study. Menu prices at each location are similar as well. These two restaurants had very similar revenue and net profits before Arlington County imposed a meals tax. These two restaurants are provided with the same quality control mechanisms, employee and server training, same food quality and food pricing, and same management group. Key findings from a basic study of the two restaurants show that:

The wait staff in the Arlington County restaurant earns 20 percent less than the wait staff in the Fairfax County restaurant.

In the 20 years since Arlington County imposed a meals tax, the difference in sales between the two restaurants from the same chain has been over $3 million less for the Arlington County restaurant.

While there are certainly other economic factors involved it is undeniable that the meals tax has had a large adverse effect on the Arlington County restaurant.

So if the field is leveled and Fairfax County also implements a meals tax I would expect the same results, less revenue from actual meals sold and smaller tips.

The coffers will grow because of the meals tax on readymade food. The county will be jumping for joy; however, lost on them are the extra expense is on the backs of the poor and elderly using 7/11, fast food and ready meal alternatives and there will be loss to restaurant servers incomes. The ultimate result is keeping the poor, poorer, rather than the BOS and SB living within their budgets.

Thank you for posting some facts. You can expect Ryan McElveen, Pat Hynes, the "derper" guy and the rest to respond with a tirade of vulgarity.

At least one retirement community is going to bus residents to the polls to vote against the tax. The community is exempt from the tax but residents look forward to their day out each month, and see no reason to pay any more for it.

The County's disregard for the elderly and disabled is just plain wrong:

Here are the most important facts. The Board of Supervisors and School Board are DESPERATE to get the meals tax passed because they know that there are limits to how much they can raise the real estate tax without causing a taxpayer's revolt. This means that if the meals tax does not pass they will be forced to examine the budget carefully, scrutinize programs to determine if they are cost effective or actually needed and make judgments about what spending levels are appropriate. These activities are what they are being paid to do and should have been done in the past. However, up to this point it has been easier to raise the property tax rate and pass their incompetence on the tax payer in the form of higher taxes. Don't let them off of the hook and vote NO on the meals tax referendum!

Agree other than with the forced to scrutinize part. Despite the annual kabuki theater at budget time when they go through the motions of submitting the christmas list and then feigning crisis when it's only passed at a +5% increase vs +8%, that hasn't and very likely never will happen. They're just institutionally incapable of actually doing anything along those lines.

If it doesn't pass, then they'll just say "Oh well, we tried! Now we MUST raise the real estate tax."

I don't think that they really care much one way or another. It works out either way. The tax money will come regardless. It may not be as much as they want, but, by definition, it never will be.

Sorry even if the meals tax passes, property taxes will go up. The BOS will say that since the schools get 70%, more money is needed for a government center annex or something. Anyone voting for the meals tax is a FIRST RATE SUCKER.

If I thought the teachers were driving, I would be likely to vote YES. But they are not. In fact, I doubt most of the money will go to teachers or to the classroom. As someone stated above, the SB is incapable of spending money in a responsible way because, heck, that takes real work. And what happened to the auditor they hired?

The auditor has been on paid personal leave for some time, and the school board refuses to discuss it. More money down the drain.

Teachers around the country have complained about the "training" provided by "psychotherapist" Menville "Flip" Flippen. That did not stop Nardos King from hiring him. Her bad decision is worse than it seems, as Flippen's combination of no results and high fees caused him to be investigated by a California grand jury. Read the report for yourself, but it is not favorable to Flippen. You can start here:

https://fairfaxvotenoonthemealstax.wordpress.com/2016/10/10/vote-no-on-the-meals-tax-fcps-consultant-menville-flip-flippen-investigated-by-california-grand-jury/

Flippen is just one of many "theory of the week" consultants hired by FCPS. Some of them even get sole source, multi-year contracts using their own promotional materials as justification! Small wonder FCPS is broke, these guys are far from cheap. Flippen, for example, charged $10,000 for a ONE HOUR COMMENCEMENT SPEECH!

The rich also tend to pay more in real estate taxes, plus we get all of that revenue from nonresidents who own residential and especially commercial real estate in the County. why not raise that instead of instituting a new tax? Oh yeah, people have figured out that Fairfax real estate tax rates are higher than other close in NoVa jurisdictions.

Tell that to the college student that lives off campus, cannot afford a lot of food and buys an occasional hot dog and soda at the 7-11. Or maybe the senior citizen that is on a fixed income, has already been raped with double digit real estate tax increases and likes to buy a roasted chicken at Costco as a treat. Or maybe the minimum wage millennial that is mostly in the same boat as the college student. Or family of four that really cannot afford to eat out much but uses it as a once a month treat..... Get the idea that there are no victims in this tax is a bunch of bull?

Vote 'NO' to meals tax.
After running the numbers: it would be more cost effective for Mrs.RoadApples and myself to have a 4% increase in our Property Taxes (which would also include the advantage of a modest tax deduction)in lieu of a 4% meals tax.

The issue of weather the tax is needed is not important. The fact that conservatards are against it is all it takes for us to make sure it passes.

Yes, approve this tax and you will get much more of what libliblib is proposing. Does not care one bit about how YOUR funds are being spent, how frivolous the school board spending is or anything else for that matter. He/she just wants runaway spending and wants someone else to pay for it.

No, the residents will, and there will be nothing for the kids. FCPS wants to hire more "experts" like grand jury target, Flip Flippen, to consult on the transgender issue and how to rename J.E.B. Stuart.

Supporting a meals tax would be more 'conservative stupidity.'

- The tax is regressive and disproportionately affects those at lower income levels.

- The tax benefits businesses and other commercial property owners by about +$30 million/year which will be paid instead by residents vs an equivalent increase in real estate taxes which they otherwise would pay.

MORE TAXES - what makes you think this is a winning strategy?? 3/4 of all FFX residents don't have kids in the schools and could care less about the school budget. The myth of more spending on schools leading to higher home prices has been shown to be MYTH (see D.C. for a good example). So why would we vote for something that takes money from our pocket, gives it to feckless, craven, secretive School Board that spends it on early start time, pre-K, over-priced consultants and clowns, turf fields etc. and at the same time CUTS TEACHER POSITIONS...

Oh yes, con men like Menville "Flip" Flippen make the kids SO much smarter!

https://fairfaxvotenoonthemealstax.wordpress.com/2016/10/10/vote-no-on-the-meals-tax-fcps-consultant-menville-flip-flippen-investigated-by-california-grand-jury/

Flippen charges six figures for what appears to be worthless consulting and one school district was conned into paying him $10,000 for a one hour speech. That little stunt cost Dr. Fred Czerwonka his job. Could history repeat itself in Fairfax?

That's pretty generous..."it will go to pay salary and benefit increases only."

It will go to more consultants and additional administrative staff to waste and the teachers will still be screaming. The have not made a resolution "committing" where it will go.

I am looking forward to bidding on the remodeling or addition of the transgender restrooms. I have some pretty good ideas about saving the taxpayers thousands. That work would allow me to hire a half dozen plumbers and keep them busy for years.

Most surrounding jurisdictions in Northern Virginia have a meals tax. When we eat in Arlington, Alexandria, Falls Church, Fairfax City, Vienna or Herndon, we are helping those communities pay for their important public services and high quality of life. If we want to keep our great teachers — and the families and companies who choose Fairfax County for its great schools — it’s time for Fairfax County to get up to speed and implement a modest meals tax. Vote "Yes" on the meals tax!

Samantha,

Why do you dislike the elderly and disabled?

This tax targets them-and does so unfairly!

Read more here:

Also, nothing guarantees that the meals tax money would be used for teacher salaries. What would stop FCPS from spending it on travel, consultants, transgender bathrooms and renaming schools?

Exactly......The School Board has committed that its share, estimated to be almost $70 million in new funding, will be used primarily to address teachers' salaries, which have lagged behind neighboring communities.

Will be used primarily? Why no commitment? Why not a pre cent?

Even more of a reason to vote yes! Those geezers have a sweet deal with the tax relief, it's easy to control your income when you're retired and withdrawing from savings.

A Meals Tax, including the administrative costs of implementing the tax, will compound stresses on the restaurant industry in the near future, including higher healthcare expenses and a higher minimum wage, all of which will make it difficult for the industry to prosper in Fairfax County.

The Fairfax County economic recovery from a recession is too meek and fragile to handle a tax increase.

A Meals Tax will take discretionary money (~$900 million over 10 years) out of the private sector, including small businesses, that would support economic growth more than the County Government spending it.

A Meals Tax will raise unemployment in the County, as the tax will cause lay-offs (as it has in Arlington county) in the restaurant industry that accounts for a significant percentage of County employment.

So far we've been told if we don't vote for the meals tax we are complete morons. We've been told we have to vote for the meals tax if we want better schools. Now we are being told the meals tax is a great idea? Anyone notice there is seldom any information backed up by objective documentation to support these conclusions?

The meals tax is a bad idea. It was previously rejected by Fairfax County. It has been rejected by all northern Virginia jurisdictions where voter approval was required. It has been rejected by voters in most of the recent elections where the tax was on the ballot.

Weak insult brohammed.

If I was this moron who could only afford McDonald's then I wouldn't want more taxes on my food. Clear reason to vote no.

I'm not a moron who can only afford McDonald's and I wouldn't want these morons you speak or to have to pay more for their food. So I'll vote no.

No compelling reason to vote yes. You helped clarify why to vote no. Good work mam.

Let's put this into perspective. If a guy buys lunch a couple of times a week and takes his family of four out to eat once a week at McDonalds, he is going to pay more in meals tax than the owner of a $500,000 home would pay in additional real estate tax if the county decided to raise the real estate tax rate by a penny. The same with the person who buys his lunch every day at Subway. The twentysomething who takes his girlfriend out for dinner at a modest restaurant once a week is going to pay more in meals tax than that $500,000 homeowner is going to pay in additional tax if the real estate tax rate is raised by 2 cents. The harried parent who spends $20 4 times a week on takeout for the family is going to pay more in meals tax than the additional real estate tax if the rate was raised by 3 cents on that $500,000 home

These are fairly substantial sums that are going to be squeezed out of people who are not living very affluent lifestyles. So don't dismiss the guy who eats at McDonalds. The County isn't in their calculations.

.....If approved by voters, the meals tax is estimated to generate approximately $99 million in the first year - with 28 percent of that amount coming from non-county residents such as commuters and tourists

Fairfax County’s most vulnerable residents are exactly those people who need the revenue from the Meals Tax. Low to middle income families rely on public services, such as public health, public safety, libraries and schools.

Vote YES!
