Does Virginia have a ballot initiative program like other states where voters can sign a petition to get a question on the ballot?

How about at the county Board of Supervisors level?

Or the School Board?

So many possibilities if it's allowed.

And a damned good thing! "You, the People" are incomprehensibly stupid. The founders knew this, and it's the reason why they went to such lengths to insulate their new government from the imprecations of a derelict populace. If you are trying to run an effective government, there are very few ideas worse than "direct democracy".
