Old plans for VA 123 bypass around Fairfax City and/or Vienna

Does anyone recall a plan back in the 90's for VA 123 to bypass Fairfax City and/or Vienna?

If so, can anyone provide any information on it?

It never happened for a couple of reasons.

1) The City would have to have paid for what was a solution to a county problem. The city would have gotten some benefit - but county drivers would be the main beneficiearies. Other than a few politicians the whole idea didn't get much traction in the city. Had the county been willing to pay for it, as it did for the Fairfax County parkway, it probably would have happened.

2) The Fairfax County Parkway and Bradoch Road improvements also took some of the pressure off the problem.Not completely, but 123 users who really wanted to go west on 29, 50 or 236 now have a better option than going through Fairfax City.

Another proposed option was to make university drive one way northbound and 123 one way southbound between GMU and just north of the creek. This didn't fly either.

Why the fuck do you pay for a Post subscription? Also, there is no map on there.
