Mistake #1 -- It is well documented by organizations that this "rainbow" experiment should never be conducted in ANY classroom without appropriate and prudent safety precautions. Any properly trained chemistry teacher who conducts due diligence in choosing lab activities would carefully consider the safety risks and conclude that the "rainbow lab" risks are inherent with high stakes consequences and would choose the video "lab." Add 30 teenagers and a "young" teacher in this classroom and anything can happen.
Mistake #2 -- It is well known that 2 years ago this chemistry teacher, Sharaf, performed a similarly risky lab (not in the FCPS chemistry curriculum, no safety gear, etc.) activity that ended in a fire and burned Sharaf on both of her arms. It was witnessed by other teachers and the assistant principal supervising science at that time, Amanda Burke. Any properly trained administrator would investigate the facts and become aware that the teacher did not follow the curriculum, did not wear/use safety equipment, and did not demonstrate good judgment required for professional responsibility and safety. This prudent administrator would have documented the occurrence(s) (in school file & in FCPS HR files), shared such information with the science dept. chair, provided instructional retraining support for the teacher in curriculum and safety protocol and followed up with the teacher through increased supervision for at least 3 years.
Mistake #3 - When AP Amanda Burke was reassigned to supervise other academic areas in 2015, all of the above information and documentation must have been relayed to the new administrator covering science in 2015, Dr. Dievert. Dr. Dievert would have been thoroughly debriefed as to issues and associated teachers, in addition to the annual science standard curriculum and safety protocol reviews. If Mandy Burke had documented the past chemical fires/unsafe incidents in Sharaf's classes and the retraining plan for her at WHS, Dr. Dievert could have also reviewed that file, with others as well.
The culpability of Sharaf's actions that led to physical harm done to the 5 students as a result of her negligence must be shared with Burke, Dievert and ultimately Principal Poole.
