Seems like the guy freaked out when he saw cops behind him and thought they were coming for him so he immediately cut across the highway to get off quickly and then that one cop followed him. I had a feeling that if he had just kept going straight on the highway, no one would have even bothered him and the cops would have just all driven right by.
