Anyone working at the Washington Navy Yard notice a surge in rent-a-cops giving tickets for trivial traffic violations "inside" the parking decks. Every afternoon a dozen of them pull cars over for not coming to a complete stop when coming off a ramp from the second deck.

If I worked next to Blue Plains, I wouldn't let anything stop me from getting away from there as quickly as possible.
