Are we allowed to ask foR foia request all over ALL THE COUNTY IN VIRGINIA or JUst Fairfax COUNTY?

If your question is can you file Freedom of Information requests with counties other than Fairfax, then the answer is yes. What will be released pursuant to those FOI requests and what it will cost to produce it may vary from one city or county to another.

I am looking for a second job, so I can pay for all the FOIA request I want

You can FOIA all over Virginia unless you are incarcerated. You do have to be a resident of Virginia, though.
