I have an older (1973) 3 level above ground split level home approximately 2k square feet with 1 heating/cooling zone. What would the cost be to convert to a 2 system zone?

Probably quite a bit but there are so many different situations out there that it would be impossible to give you a ballpark figure with the little info provided. I have taken many split foyers in Kings park and Canterbury woods and downsized the existing gas furnace A-C set up in the basement and added an entire heat pump system to the attic (ductwork and all) with ceiling registries upstairs for less than 20 grand and all my customers have been extremely happy with it.
Some of these folks have been able to get by without even using the attic system in the winter. The main benefit of the attic unit is the air conditioning now keeps the bedrooms upstairs super comfortable in the winter.

I meant the last word of my post to be summer not winter. Sorry.

Yeah nowhere near 20 grand!

It was $6,500

Not sure a two-zone system is called for. What is your complaint?

usual common sense with inlets/outlet vent: adjustable vents

anything else assume the system you have is underpowered. consider that there are new efficient 1/floor 1/room units you might browse

My issue is that with the one heating cooling zone, we are roasting upstairs.

A second zone is a 'fix' of sorts. Insulate exposed ducts, insulate your attic. Tape up all duct joints.

Seek advice from a hvac contractor.
