This part is most amusing:

“A number of people who heard about the issue called and offered to pay the balance, and I just want to express my gratitude for their kindness and generous offer,” Barry said. “I paid the balance of these tickets, in the amount of $2,339.00, from my own personal funds.”

A spokeswoman for Barry did not have an explanation for the $560 discrepancy between the DMV accounting and his own. “The bottom line is, it’s all paid up,” spokeswoman LaToya Foster said.

Like it or not, they are a powerbase, a political bloc. I remember Barry arranging visits for families of the incarcerated at Lorton. he knew felons can't vote, but their families can.
I'm not defending the guy. ALL the people need representation, if the decent elected neglect them, then a huckster like Barry can come along. He's the Huey Long, the Joe Mccarthy of DC.

He belongs in jail with his favorite constituents

Marion Barry is the gift that keeps on giving.
