It's calibration, I think. Didn't sound like an exercise. I'm grateful they're here for us, but there's no good reason why they couldn't do it a little higher. It's not like air traffic was already cleared.

They were pretty high here inside the Beltway. Little blinking dots in the sky. Not even close to being low altitude.
