I am startled that it is as high as 4%. They were convicted and sentenced. Appeals can be done, but unless overturned on appeal the full sentence should be served. No parole, period.

Its terrible, the inmates are the true victims here. Society has failed them and they should be released immediately.

Yes they did. I maybe wrong but I believe if the person was convicted and sentenced before that law was passed, then the person was still able to receive parole. This is why a few people still get parole.

This was what was explained to me so again, I could have it wrong.

They are, you cant make retro active laws. If they tried to apply it to all of them then every inmate would have to be re-sentenced since they could argue the judges didnt know this at the time they gave the sentence.

Look how many of you dopes assumed the totally wrong title of this post was true.
You could have started by reading the article linked to, but even that disproves the statement in the title. Yes, parole was abolished in Virginia in 1995, but if you were sentenced before then, you are still eligible. However, the 4% number is not of all inmates, but only those still eligible. So, of all Virginians in the DOC system, I would guess the number of inmates that get paroled would somewhere like .0004%, if that high.

The number should continue going down until it gets to zero in a few years. Because the law was passed in 1995 and the only people who can get parole had to be convicted before then, they should be getting older and eventually the ones eligible will all die off. Then we can relax a bit and won't have to worry about paroled criminals roaming free, and also save money by getting rid of the parole officers.
