Closest place to Fairfax to obtain illegal fireworks?

Rockets, mortars, and all those other cool ones that shoot up into the air and explode.

Not even that far. Phantom is just over the border, about 30 miles before Breezewood.

I agree with the Phantom in Breezewood being the best. 15 can be tricky, and depending on the deals, Phantom is often less expensive. Unfortunately you are now past the buy one get one free deal, but buy one get one for 99 cents isn't bad.
