Technically it is a Darwin split-decision. One dumb-dumb was from Fairfax County, and the other was from Loudoun.

Who does the award go to? The two men? or the Police for conducting a TWO MONTH investigation that determined the guys were standing on their seats.

Umm couldn't they of just parked the bus under the bridge and measured the height and determined that. Seems to me that should of taken about 30 minutes.
