So a friend of mine was telling me a story about watching a couple of guys have sex with this one chick in a local Fairfax county bar.

All the sex was consensual and they all apparently were crazy happy over the wild experience.

My question is, legal because consensual between everybody? No employee of the bar? A bar is a private establishment right? No money exchanged hands so I can't see a violation?

A bar is a business and can operate as it sees fit, within the confines of the law. They can ban a patron because he/she is not wearing shoes, was rude the last time, is intoxicated. They can't ban a person because of race/gender/sexual orientation etc. They can't allow indecent public acts, or customers to get naked for the same reason they can't sell/give alcohol to minors or allow customer's to sell/give away drugs.

No legit business is going to turn away customers and attract the cops by allowing this. People would just get up and leave (many without paying)if people just started screwing in the middle of the place. A few would call the cops. If you let seedy, illegal shit to go down inside your business, the county will start sending undercover cops into it. A business owner isn't going to risk losing his business and/or liquor license just because some randoms want to get busy in public view.

No, there is no difference. The same law code would be used to charge both a patron and an employee.

If the proprietor paid either, he could also be charged for soliciting or contributing to indecent acts.

The law that "requires" pasties and g-strings is not specifically a law requiring those things, but a law against public nudity. The bar owners have figured out what level of coverage on a dancer will get around the laws. A sticker covering each nipple and areola and a g-string large enough to cover the labia meets the decency standards.
